Project Summary / Description:
The purpose of the project is climate change mitigation and adaptation in Nigeria through budget reforms. The project recognizes that the budget is the most powerful tool through which development can be skewed in any particular direction; hence the budget is the most powerful tool that can be deployed to achieve climate-responsive development. The project seeks to mainstream climate responsiveness as a key determinant of any project that will be funded by the government. The project seeks to ensure that climate change is a household topic of discussion in Nigeria and change the current narrative of climate change conversations being an elitist conversation. The project will raise awareness and sensitization on climate change, and also ensure that young champions are empowered to drive climate change discourse in Nigeria. The project was formed by CSJ, her partners and some beneficiaries. In the course of CSJ‚ research into budgetary expenditures in Nigeria, CSJ discovered that the share of the budget dedicated to climate responsiveness is inadequate. The research by CSJ and partners showed that the federal budget of Nigeria is not yet climate responsive. The budget has not mainstreamed several climate change commitments made by the Nigerian government. Armed with this discovery by the CSJ research team, CSJ brainstormed with some of her partners and beneficiaries, collaborated with them and the project was formed. The project was formed to ensure that Nigeria meets her climate commitments. The project was founded in the fourth quarter of 2021

Impact on Underrepresented Groups:
The project design adopted the principle of nothing about us without us . Women, youths, climate vulnerable communities, etc. were engaged during project design through focus group discussions, meetings and their inputs were integrated into the project plan. The concerns and interests of these underrepresented groups were mainstreamed into the project design. During project design, specific actions and strategies that will empower women, youth, climate vulnerable communities, etc. were mainstreamed into the project design. These underrepresented groups were carried along during project design and their opinions, views and thoughts were fully respected and taken into consideration. The project will organize capacity building training on climate responsiveness and 50% of the beneficiaries of the training will be those underrepresented in the leadership of the climate movement. While sending out invitations for the capacity building trainings, underrepresented groups will be prioritized in order to ensure that they are fully represented at the trainings. In the course of the trainings, the trainers will ensure that underrepresented groups participate fully and actively at every stage of the training process. Even when the trainees are supported to step down the trainings, the trainees will be encouraged to strategically pay attention women, youths, vulnerable communities and other underrepresented groups. The project will organize advocacy and awareness creation and 50% of the advocates will be selected from those underrepresented in the leadership of the climate movement. The project will ensure that those who champion the advocacy and awareness are selected from underrepresented groups. This will empower the underrepresented groups by making them experienced advocates. Also, the messages of the advocacy and awareness will be designed such that it is significantly targeted at these underrepresented groups. The messages will be designed such that the underrepresented groups are key beneficiaries of the advocacy. The budget reforms to reflect climate responsiveness will be done such that the interests of these underrepresented groups are considered. The responsiveness of the budget to climate change will be strategically done to ensure that underrepresented groups benefit immensely. The project design also has a do no harm strategy and conflict mitigation strategy. The social sensitivity of the FCT was taken into consideration especially in the context of the underrepresented groups. The conflict intricacies as well as the political economy analysis of the FCT especially in the context of the underrepresented groups have been done. These analysis are done in order to ensure that the project empowers the underrepresented groups and also has no negative effect on these groups.
