Project Summary / Description:
The project won funding from 1 July 2022. It is project to establish urban living labs in India. The living labs will determine how affordable housing can be made grid interactive to perform better thermally and be healthy for occupants and planet. These changes are essential for net zero housing in India in support of its 2070 goal. The policy living labs establish strong links to state and local government who oversee the capture of targeted evidence for evidence-based policies. State and local governments are then able to use data, learnings and social acceptance outcomes of the living lab pilots to advance their own policy goals. The project is a partnership between Global Buildings Performance Network (gbpn.org, France) and Regulatory Assistance Project (raponline.org, USA) with critical state-level partners Indian Institute of Technology Bombay, Indian Institute for Human Settlements and Mahila Housing Sewa Trust - and specialist others of no less importance!

How Project Affects Greenhouse Gas (GHG) Emissions:
The project explores policy settings for reduced operational energy use in homes. The implementation phase will see us trial 50 innovations in design and operation stage affordable housing in India and advise on behaviour, technology, grid-interaction, building orientation, massing, openings and shading. In addition we will advise on building energy performance. For the operational energy demand of the buildings we will institute grid interactivity (which can reduce cooling energy demand by 30%). Finally we will be trialling expanded rooftop solar (over 20% coverage presently regulated). Our goal is net zero energy homes in India. Both for future homes and for retrofit. The present residential energy CO2 burden in India is about 250Mt/annum (electricity). We aim, through policy support, to reduce this to net zero by 2030.

Impact on Underrepresented Groups:
Together with Mahila Housing Sewa Trust (MHST), Cellular will trial housing energy performance improvements in informal settlement redevelopments and slum rehabilitation projects. Outside these sites, Cellular will support PMAY, the Housing For All government programme providing 20m dwellings for India's poorest people. Cellular will explore a wide range of simple, low cost, robust technical and behavioural interventions that could directly support low carbon policy implementation for grid and buildings.
