‚ economy, population and ecosystems are most vulnerable to climate change. Poverty, dependence on rain-fed agriculture, limited financial and institutional capacities are among the key vulnerability factors in . Climate variability (higher temperatures, changes in seasonal rainfall, drought and floods) already has significant socio-economic and ecological impacts (wild fires, crop and livestock diseases) although it is difficult to determine whether it is due to human induced climate change. Such impacts have indirect consequences, which include food shortage and malnutrition, pressure on natural resources (fisheries, wetlands, forests) often leading to other effects such as deforestation, soil erosion etc. Such impacts are likely to increase due to climate change and extreme events are likely to become more frequent. Therefore, strengthening Tanzania‚ resilience and capacity to adapt to climate change has become crucial. Vulnerability to climate change needs to be measured at local level. Some areas and communities in Tanzania are potentially more vulnerable than others. Such vulnerable areas include highlands. Not only are highland communities exposed to severe climate impacts (level of exposure), but they are also very sensitive to impacts due to their location (sensitive ecosystems), low capacities to adapt, socio-economic characteristics (poverty, high dependence on subsistence agriculture and natural resource) and remoteness from urban This project aims at contributing to the strengthening of Tanzania‚ resilience to climate change and adaptation capacity, by promoting the emergence of climate resilient villages in Rukwa. To do so, the action will implement an integrated range of community-based innovative sustainable initiatives

Impact on Underrepresented Groups:
Women, children and youth: These will be the primary target groups since they are the ones bearing the brunt of climate change impacts since they are directly involved in production activities and responsible for household fuel and water supply. Farmers: agriculture is the main source of income of the communities. Farmers and water users‚ associations will be key targeted groups for the adoption of conservation agriculture techniques and making an efficient use of water resources. Local technicians (agriculture and forest officers at ward and village level): Since these actors work directly with farmers, they need to be sensitized and capacitated on how to assist local communities in mitigation and adaptation to climate change. Local authorities: They include Ward councillors and executive officers, village council members, village executive officers as well as village environmental committees. These are responsible for natural resource governance in their respective areas. Traditional male and female leaders: These have a big influence on community perceptions on issues related to natural resource management. Existing Savings and Credit Co-operative Societies ( SACCOS): These are an important source of local financial services that will enable involvement in economic activities by the local communities. Meteorological Agency officials, National UNFCCC focal points and National or sub-national decision makers: They will be secondary beneficiaries as they will be provided with lessons and recommendations obtained from the project actions as a basis for formulation of national policies and strategies for climate change mitigation and adaptation
