Project Summary / Description:
LACI, the City of LA, and the Transportation Electrification Partnership‚which aims to reduce GHG emissions 25% in the LA region below current targets by 2028‚ recognized that ZE solutions are not being deployed equitably to underserved communities, and therefore launched the Zero Emissions Mobility and Community Pilot Project in Q2 2019. Nineteen communities applied to participate, and four were chosen based on need and available tech to pilot, including Pacoima. An EV car share program and EV test drives, plus community education, will address the lack of accessible transportation options that connect to job centers in the central city.

Impact on Underrepresented Groups:
LACI‚ mission is to create an inclusive green economy, and we have made an organizational commitment to Diversity, Equity, and Inclusion (DEI). As part of this work, we are focused on ensuring that underrepresented groups are engaged at every cleantech stage ‚ from ideation and prototyping, to workforce, to pilot deployment. Workforce development is one of our multi-pronged approaches to ensure equitable participation and opportunity in a rapidly evolving economy. LACI is working with the community of Pacoima and the local Workforce Development Board to directly engage community participants in our APC (Advanced Prototyping Center) Fellowship in this pilot program. To meet the technical support demands of this pilot deployment and similar LACI ZEM programs in San Pedro, Long Beach and Huntington Park, 2020 cohorts in the fellowship will focus on EVSE (Electric Vehicle Supply Equipment) maintenance, troubleshooting, and commissioning. The APC Fellowship was designed to ensure that we are providing a diverse talent pipeline to our startups and pilot initiatives. E.g., the fall 2019 cohort comprised 100% LMI participants, and was gender diverse (60% male / 40% female) and racially and ethnically diverse (43% Hispanic, 17% African American, 14% Asian, 10% Two or More Races, 3% White, and 13% Unidentified). This project will serve Pacoima, CA, which is identified as a California disadvantaged community. Pacoima scored in the top 25% from CalEnviroScreen 3.0 (SB 535), and has a median household income of $49,842 (24% below the median for LA County) and a population that is 84% Hispanic, 6% White, 5% Asian, 4% Black, and 1% Two or More Races. Additionally, this community suffers from many of the worst effects of air pollution. According to data from Los Angeles nonprofit ThinkLA, 1 in 16 children and 1 in 7 adults who live in the north-east (sic) part of the [San Fernando] Valley have asthma.""
