Impact on Underrepresented Groups:
CEERT's transmission work is spotlighting Community Benefits policies in our high-priority collaborations with environmental-justice coalitions in California’s Imperial Valley and Central Valley. The CAISO has identified 30,000 megawatts (MW) of solar potential in the Central Valley. CEERT affiliate Westlands Solar Park in the Valley is California’s largest renewable energy project, with a capacity of 2,700 MW. We are working with WSP on the expanded transmission that their projects require. CEERT is also collaborating with our longtime affiliate Latino Equity Advocacy and Policy Institute on securing local residents’ access to solar workforce training and employment programs. The area is largely Latino, with a high percentage of farm-working families, but much prime farmland is being retired due to water scarcity and salt buildup, and solar installations are a well-suited replacement. CEERT is working with Comite Civico del Valle and other Imperial Valley stakeholders to secure maximal development of geothermal clean-energy generating plants, plus the recovery of lithium from geothermal brine. We are helping CCV develop a community-benefits package that includes workforce training, apprenticeship programs, and project labor agreements with local building-and-trades unions. Imperial County is one of California's lowest-income areas, with a long-term average unemployment rate of 22.5%.
