El Puente is unequivocally committed to the self-determination of Latinx, Black, low-income and oppressed peoples. Puerto Rico is a colonial society, and the frontline communities where we work are some of the most vulnerable on the island, facing structural racism, xenophobic and patriarchal violence, and poverty for years. Climate risk is extreme, with rising sea levels submerging natural habitats and extreme weather events like hurricanes and heat endangering lives and wellbeing. The lack of work and access to essential services has caused massive displacement, especially among young people and women. Oasis Energéticos builds capacity and leadership in communities that have been historically denied access to manage and recover from climate change impacts. We partner with organized communities with recognized leadership (often women of color) and existing grassroots initiatives. We install solar energy infrastructure while fostering climate education and base building: local leadership guides the pace of Oasis installation using our installation guide, and a community leader facilitates visits, 1-1 meetings, and committee meetings. Community members create a collaboration agreement and participate in local climate action committees and Oasis Energéticos network meetings for island-wide governance of the program and local and national influence.
