Querétaro Circular is a replicable urban composting system that transforms the largest and most underutilized waste stream in Latin America—urban organic waste—into a regenerative, climate-positive resource. The initiative deploys modular industrial and semi-industrial composting plants capable of processing 1,820–29,000 tonnes of organic waste per year, diverting up to 50% of municipal organics from landfills and preventing methane emissions. The system integrates electric turners, stabilised platforms, AI-based traceability, drone monitoring, and community-based governance.

Beyond waste treatment, the initiative restores degraded urban soils through the application of certified compost and bio-extracts, improving water retention, biodiversity, and climate resilience. It generates 35–50 green jobs, trains youth and women, and engages more than 120 multisectoral partners, including government, universities, private companies, and NGOs.

Designed for rapid scalability, Querétaro Circular serves as a model for cities seeking measurable methane mitigation, soil regeneration, circular economy activation, and community-driven environmental leadership.

Querétaro Circular actively empowers underrepresented groups by embedding social inclusion into the core of its circular economy model. Women, youth, and climate-vulnerable communities participate not only as beneficiaries but as leaders and co-creators of the project’s governance, community programs, and operational networks.
Women play central leadership roles in the organization, including representation in the Governing Council and technical committees, and are prioritized in green-job creation, training, and community organization. Youth are engaged through the “Guardians of Air and Water” program, which trains students and young residents to monitor environmental quality, lead waste-separation campaigns, restore green areas, and participate in decision-making spaces.
Climate-vulnerable and underserved communities—particularly those living near markets, parks, and watershed zones—benefit directly from cleaner environments, reduced pollution, soil regeneration, and new economic opportunities through community cooperatives. These groups are also integrated into educational programs and local circular networks, ensuring that environmental leadership emerges from within the communities most affected by climate impacts.
Representation is ensured through a multisectoral council that includes public agencies, academic institutions, social organizations, youth ministries, and citizen representatives, guaranteeing that diverse voices shape project decisions. The model demonstrates that circular economy solutions can simultaneously reduce emissions and democratize environmental leadership.
